What happens at a Connecticut Administrative hearing?

Does Connecticut have a “permit to drive to work” program?

Yes, Connecticut calls this a Special Operators Permit. These permits to drive to work are constrained by strict standards and the misuse of a permit leads to consequences of considerable punitive action.

These permits are authorized in accordance with Connecticut State Law Title 14 Sec. 14-37a and defined in the Regulations of Connecticut State Agencies in Sec.14-37a.

What will happen if I have a lapse in my SR22 insurance coverage?

By law the issuing insurance company is required to notify the Connecticut DMV when there has been any lapse in insurance coverage. They (insurance provider) will complete and submit a SR26 form to the DMV notifying them that there has been a termination/cancellation/lapse in the Certificate of Financial Responsibility (SR22) coverage.

The DMV will then suspend/revoke/cancel your driver’s license again, causing you to incur more fees, possibly serve a jail sentence, and you may be required to start the SR22 insurance coverage period from the beginning.

What is Connecticut’s Ignition Interlock Program?

The purpose of this program is to provide certain drivers that have been convicted of a second DUI (from either drugs or alcohol), or have had a conviction of a Vehicular Assault or Vehicular Manslaughter; and the only way possible for them to drive is to have an Ignition Interlock Device (IID) installed in their vehicle for a 24-month period following a license restoration.

For Connecticut residents to be considered eligible for the IID program, according to (pursuant) Public Act 08-150, they will need:

  • A valid Connecticut driver’s license

  • Their driver’s license must have been suspended for a 2nd DUI conviction within a ten-year period (on or after September 1, 2003)

  • Their driver’s license must have been suspended for a conviction of Vehicular Manslaughter or Vehicular Assault

  • To have served a minimum of one year of the required license suspension

  • To NOT have any additional or pending license suspensions

  • To have had the Ignition Interlock Device installed in all vehicles that are owned and/or operated by you, and have completed and submitted the Ignition Interlock Device application (Form RS-1)

According to the Connecticut DMV, an out-of-state driver that has an Ignition Interlock Device (IID) restriction that wishes to surrender an operator’s license issued by another state must:

  • Have served a suspension of a least one year, under the provisions of Connecticut General statute §14-227a, §53a-56b, or §53a-60d

  • Have recently submitted a certified copy of their driving history and vehicle registration records from the Connecticut State of Record for review

  • Have a Connecticut driver’s license

  • Have obtained a Connecticut registration within 60 days of issuance of a Connecticut driver's license

Important: All participants in the Ignition Interlock Device program must pay all the costs involved with the installation and maintenance of the IID directly to the IID vendor.

Upon successful IID installation and verification by the Connecticut DMV, the participant will have their license restored and their DMV records will show that the driver must have an IID installed in all the vehicles owned and operated by the driver.

Also it is important to remember that police officers have access to this information, so it is not a good idea to be pulled over in a vehicle that you are driving that does not have an IID installed. You may be subject to a jail sentence, additional and higher fees, possibly a longer driver's license suspension/revocation/cancellation period, and possibly an extended IID program period.
